Mumbai Coastal Road Project: First Phase Between Marine Drive And Worli To Be Operational By May 2024

During the winter session of the state legislature on January 1, Maharashtra Chief Minister Eknath Shinde announced that the long-awaited Mumbai Coastal Road Project (MCRP) is anticipated to be finished by May 2024.

Responding to queries from opposition legislators Anil Parab and Satyajeet Tambe in the legislative council, CM Shinde stated that work is progressing at a rapid pace, with the road scheduled to open by May 31.

This 10.58-km-long high-speed corridor will link the Princess Street Flyover (Marine Drive) in South Mumbai to the Bandra-Worli Sea Link (BWSL) at Worli through a network of arterial roads, underground tunnels, and traffic interchanges.

The project is being developed in four segments. As per BMC officials, in the initial segment between Priyadarshini Park and Baroda Palace, 83.82% of the work has been completed. Package-2, from Baroda Palace to Bandra-Worli Sea Link, is 69.46% complete, and the fourth package from Princess Street Flyover (Marine Drive) to Priyadarshini Park is 90.77% complete.

A significant feature of this project is the pair of tunnels beneath the Arabian Sea near Girgaon Chowpatty, making it India’s pioneering undersea tunnel system.

The 2.07-km twin tunnel system stretches from Priyadarshini Park to Chhoti Chowpatty at Marine Drive, near the iconic Chowpatty beach at Girgaum.

These twin tunnels were excavated using a Tunnel Boring Machine (TBM) named Mavala, after Chhatrapati Shivaji Maharaj’s Mountain warfare experts. With a diameter of 12.19 meters, the TBM Mavala is the largest tunnel-boring machine ever employed in India and was manufactured by China Railway Construction Heavy Industry Co. Ltd. (CRCHI).

Upon completion, the initial phase of the coastal road, estimated at Rs 12,500 crore, will accelerate commuting between the suburbs and South Mumbai.

The Brihanmumbai Municipal Corporation (BMC), responsible for executing the MCRP, has chosen four infrastructure firms to construct the northward extension of the Coastal road, connecting Versova in the western suburbs to Dahisar at the northernmost tip of Mumbai.

The civic body divided the 22.93 km six-lane Versova-Dahisar Link Road (VDLR) into six packages — A, B, C, D, E, and F — and invited tenders for all six packages collectively in August 2023. The project, costing Rs 16,621 crore, has a construction deadline of four years.

According to the BMC, APCO Infratech has been awarded the works for packages A and F, while J Kumar Infra projects in a joint venture with NCC Limited secured package B. Similarly, Megha Engineering and Infrastructure Ltd (MEIL) have been finalized for packages C and D, while Larsen and Toubro (L&T) has been chosen for package E.

Part of the Eastern Waterfront project under the central government’s inland water transport development policy, CIDCO has finished building a jetty at Nerul and a marina at Belapur, estimated at a cost of around Rs 150 crore. For the past 20 years, the issue of the road near the Turbhe Railway Station has finally been addressed by the construction of a flyover.

Due to the increased number of vehicles on Saturday and Sunday nights, traffic congestion occurred at times despite police arrangements. Samruddhi Mahamarg: Two sections of the Samruddhi Mahamarg are now open for traffic. Finally, an update on when the last phase will be completed has come to the forefront. Earlier, two sections of 600 kilometers had commenced.

Nashik: Two sections of the Mumbai-Nagpur Samruddhi Mahamarg have previously begun. Information about when the last phase of the Samruddhi Mahamarg will begin has emerged. The final 101-kilometer stretch of the Samruddhi Mahamarg is set to be completed in the coming year, specifically by 2024. Among these, the Bhadavli and Igatpuri stretches, spanning 23 kilometers, could potentially open for traffic in February. This information has gained prominence in the Times of India.

The Samruddhi Mahamarg connects the state capital Mumbai to Nagpur, covering a total distance of 701 kilometers. This will significantly reduce travel time between Mumbai and Nagpur. The stretch from Igatpuri to Aamane, a 78-kilometer stretch, might open for traffic in July 2024. Fifteen bridges are currently under construction in this stretch. Construction has also commenced on a bridge in Shahapur, which is 84 meters high and 1.8 kilometers long, as per information provided by the MSRDC officials.

Two sections of 600 kilometers of the Samruddhi Mahamarg have already begun. Prime Minister Narendra Modi had inaugurated the 520-kilometer stretch from Nagpur to Shirdi in December 2022. The stretch between Shirdi and Bhadavli was slated to be inaugurated by Chief Minister Eknath Shinde and Deputy Chief Minister Devendra Fadnavis in May 2023.

Once the 23-kilometer stretch of the Samruddhi Mahamarg is operational, commuters from Mumbai and Thane can access the Samruddhi Mahamarg through the Igatpuri connector. After the completion of the work on the tunnels on the Samruddhi Mahamarg, from Kasara to Igatpuri and then the Igatpuri stretch, the 78-kilometer stretch will be open for traffic.

The final completion of the Samruddhi Mahamarg will significantly impact the travel time once the last phase between Mumbai and Nagpur is completed. The MSRDC is expected to enhance amenities on this expressway, offering assurance to travelers using this Mahamarg.

For the ambitious elevated road project, the Mumbai Metropolitan Region Development Authority has granted administrative clearance of ₹642.98 crores.

Thane: For the ambitious elevated road connecting Kalyan-Ahmednagar National Highway, Kalyan-Badlapur State Highway, and the link road to old Pune, the Mumbai Metropolitan Region Development Authority has granted administrative clearance of ₹642.98 crores. Presently, from Vitthalwadi to Kalyan, it takes approximately 40 to 60 minutes due to the absence of a direct route. This new elevated road is expected to reduce this time to around five minutes. This road will have two railway crossings, connecting Vitthalwadi to Kalyan-Ahmednagar State Highway, allowing seamless passage over the Waldhuni River.

The lack of connections between state highways and national highways often results in longer travels, requiring additional fuel, time, and effort. Kalyan and Ulhasnagar are adjacent cities but seem distant due to geographical factors, the Waldhuni River, and the absence of a direct route. Travelling from Kalyan to Ulhasnagar requires taking the Kalyan-Badlapur State Highway, which adds to the distance. The National Highway, Mahamarg, and Old Pune Link Road are not interconnected, necessitating the idea of a direct elevated road, conceived by local representative Dr. Shrikant Shinde. Consequently, the Kalyan-Dombivli Municipal Corporation has prepared a detailed blueprint for this purpose.

The project will join two railway routes and three highways, requiring an immediate ₹642.98 crore administrative approval from the Mumbai Metropolitan Region Development Authority board. The total land required for this project is around 38,160 square meters, of which 23,951 square meters have already been acquired. The surplus land will be managed through Transfer of Development Rights (TDR), a process initiated through the Kalyan-Dombivli Municipal Corporation. This road, once operational, will reduce the time taken from 40 to 60 minutes to a mere five minutes.

The Route: The road will commence near the Vitthalwadi crematorium and descend at the Palm Resort on the Kalyan-Ahmednagar highway. Spanning a total length of 1,654 meters, it will have four elevated pads. A separate pedestrian pathway of 240 meters will lead from Palm Resort to the Kalyan railway station. Another pathway of 520 meters will connect the railway station to the elevated road. From the Palm Resort to the Shri Bhavani Chowk and from there to the Bhawani Chowk square, two double-lane pathways of 220 meters will be constructed. There will be a double-lane path of 220 meters from the Vitthalwadi station to the Vitthalwadi crematorium.

The project involves the development of four elevated roads over the Kalyan-Murbad Road and Pune Link Road. Dams will be built on both sides of the Waldhuni River, stretching 18 meters, and the lands over the railway pathways will be developed. Additionally, a protective wall of 1,490 meters will be constructed along the Waldhuni River. Enhancements are planned for Bhavani Chowk in Kalyan, Jagdish Dairy on the Kalyan-Badlapur Road, and the Vitthalwadi railway station vicinity.

This phase includes the stretch from Cuffe Parade to Wadala-Kurla Complex, which is 95% complete. This 17-kilometer line connects key stations like Cuffe Parade, MMRCL, Marol Naka, International Airport, Sahar Road, Domestic Airport, Santacruz, Vidyanagari, and BKC. The completion of the first phase is at 90%, and its inauguration will happen soon.

Belapur CBD to Nerul to Uran Railway Line

In March 2017, construction began on a new railway line to connect Belapur and Nerul stations in the Harbour Line to Uran city. The total cost for this new corridor is 1782 crores. The first phase, from Belapur to Nerul to Kharkopar, was opened in November 2018. The railway line to Uran is ready, with security clearances also issued. With some minor finishing touches pending, this line could commence shortly. Consequently, the formal inauguration of this railway line by Prime Minister Narendra Modi is expected in the coming year.

Digha Station

Construction of the Airoli-Kalwa corridor commenced in 2016. One station within this project, situated between Airoli and Thane stations, named Digha, has been completed. The Mumbai Railway Vikas Corporation (MRVC) has initiated this project, and while station construction is complete, it awaits formal inauguration by the Prime Minister.

Mora Gaon Mahankoli Bridge

Constructed by the MMRDA, this bridge from Dombivali to Mahankoli in Bhiwandi has seen completion of all but 98% of the work. Spanning 1.2 kilometers, the bridge construction began in 2017. Presently, it is ready for use, connecting Dombivali to Thane in just 20 minutes.

As these projects have reached completion, critics have sometimes taken issue with their formal inaugurations, pointing out government delays. In Kalyan – Shahapur taluka, the flyover for transportation on the Shahapur-Kinhavali route of the prosperous highway has been inaugurated. The construction of this flyover between Shelwali and Shere villages near Shahapur had begun around five to six months ago. In this road network, the construction of the flyover between Shelwali and Shere villages on the Shahapur-Kinhavali route had commenced. The completion of this work has resulted in the opening of the flyover for transportation.

The roads between Shelwali and Phalegaon have been deemed significant for completion. This flyover will allow vehicles on the prosperous highway to travel from Nashik-Ghotsi to Bhiwandi through the flyover. To streamline traffic on the Mumbai-Pune Expressway, 95% of the work on both viaducts, with a 23-meter depth, has been completed. These viaducts, not only the tallest in India but globally significant, feature four lanes.

The Pune-Mumbai Expressway and Pune-Mumbai National Highway converge near Khalapur Toll Plaza but diverge at the Khopoli exit. The exit at the Khopoli exit is parallel to the viaduct and supports 10 lanes of traffic.

Due to steep slopes and monsoon-induced landslides, the ghats and inclines here are quite challenging. This necessitates the closure of a lane on the hillside during the monsoons, causing congestion on the Mumbai-bound side. To mitigate this, the MSRDC has taken charge of the 13.3-kilometer ‘Missing Link’ project from the Khopoli exit to Kusgaon.
